Fifteen Dogs is a 2015 novel by Canadian author André Alexis. 

A couple of careless gods decide to give fifteen Torontonian dogs the gift of human consciousness and language. A tremendously human story, with very few human characters, to melt our hearts and question our faith, or lack thereof.
